FORCE 7F NATURE
Anna Friel's appeal to save Africa's oldest national park, Virunga in the Democratic Republic of Congo, has been branded 'misleading' by the oil firm at the heart of plans to test for the natural resource
About the climate migration series
The intersecting challenges of climate change, human mobility, and national and international instability present a unique challenge for AFRICA foreign policy and global governance in the decades to come. These three factors are already begin- ning to overlap in ways that undermine traditional understandings of national security and offer ample reason to revisit divisions between diplomacy, defense, and development policy.
This series is closely linked to the Center for American Progress’s longstanding Sustainable Security Project, which argues that our understanding of security must be broadened to meet the threats of the coming decades. Indeed, national security, human security, and collective security all have a part to play in achieving a safer and more equitable international environment. Our Climate, Migration, and Security Project discusses and analyzes a series of key regional test cases for a more comprehensive approach.
Abstract
The growing militarisation of nature conservation has refocused attention on the relations between counterinsurgency and conservation. This contribution analyses how these two phenomena entwine in the Virunga National Park, located in the war-ridden east of the Democratic Republic of the Congo. It examines how this entwinement relates to dynamics of conflict and violence, and how these dynamics shape and are shaped by the livelihood and resistance practices of local inhabitants. As it shows, a particularly important form of resistance is ‘guerrilla livelihood’ activities, or cultivation, (prohibited) fishing and logging within the boundaries of the park, which often take place under the protection of armed groups. By studying the interplay among such unauthorised exploitation of natural resources, different types of conflict, and insurgent mobilisation, it is demonstrated that strict law enforcement and joint operations of the Congolese army and park guards fuel, rather than mitigate, the dynamics feeding into armed mobilisation.
